His laughter is a sign of triumph as surely as amusement. Humor is a bond, something so far from fear that two people can only share it if they harbor some semblance of good will between them. He laughs to calm her, to reassure her that he's not angry about whatever insolent thing she'd decided to test him with now, and somewhere along the line, she's started laughing back; the trauma bond growing strong between them, anchoring her to him whether she likes it or not, has put her so at ease now that this doesn't even bother her anymore.
