Bruce wants to save Tori. The Joker wants to drive her insane, as he did to Two-Face. She meets them somewhere in the middle and becomes the antiheroine Victory. This comes after an identity crisis in which Tori muses on Joker and Batman's anonymity and her own destroyed reputation. There's emphasis on how they're both hiding behind figurative and literal masks, and she ends up donning her own.
