A) It's Jack. Maybe Rowan's heat comes early--before Ares has the chance to make sure Jack's well out of the way--and Jack isn't about to say no when Rowan's begging. (Or perhaps it's just another of Ares' mind games, and who knows where that'll leave Jack afterward?)
B) It's Steel, post-Ares/Rowan. Perhaps he thinks that if he gives Rowan what she wanted to begin with, it'll be enough to convince her to leave Ares. (How he gets her away from Ares during her heat, of course, is another question entirely.) Maybe it works, maybe it doesn't.
