She is never not on his mind. Sure, more often than not, she isn't his priority--he has a country to run, after all--but she's always there, lurking in the back of his mind and just waiting to resurface. He knows she would prefer that wasn't the case, suspects a part of her still wishes that he'd never even had the opportunity to think of her, let alone permitted this obsession for her to germinate in his mind. But it's long since taken hold of him, and there's nothing either of them can do about it now. She'll always be there.

Should she actually never give him the words, he will still be content. He has her where he wants her now, and she knows better than to try to leave. That's what's important, and, really, he'll have all the time in the world to try to sway her. Perhaps someday he'll be able to convince her to love him like he loves her.
